In addition to his metering background, Thomas leads electrical consulting, system design, and inspections through Solar Specialty Group Inc., a company he founded and operates, whose core focus includes electrical and solar power consulting, inspections, and electrical installation.
With more than 40 years of experience in metering technologies, electrical systems, solar PV system design and installation, inspections, and construction, Thomas Hall serves as President of Sub Meter Hawai’i, overseeing all submetering installation and billing services with precision, integrity, and unmatched technical depth.
His background spans submeter installation work, electrical contracting, solar power system design, property and electrical inspections, and commercial construction — positioning him as one of Hawai‘i’s most knowledgeable leaders in accurate, code-compliant metering solutions.
Mr. Hall’s submetering expertise is reinforced by hands-on experience with Guardian Water & Power, a nationally recognized submetering installation and billing firm, where he performed submeter approvals, installations, repairs, and verifications. This experience ensures Sub Meter Hawai’i’s metering systems are designed and installed to the highest standards of accuracy, safety, and long-term reliability.
Under his leadership, the firm delivers high-end residential and commercial electrical work, EV charging solutions, advanced metering guidance, inspection services, and ongoing maintenance for large solar assets. Thomas is also an approved “Special Inspector” in Hawai’i with the Honolulu Department of Planning and Permitting.
Thomas is a NABCEP Certified PV Installation Professional and an electrical inspector with the International Association of Electrical Inspectors. He is known for translating complex electrical and metering concepts into clear, practical guidance for property owners, managers, and development teams.
He has experience in commercial construction leadership as a superintendent for large state funded projects with REC Solar Commercial and extensive property and electrical inspection work with Property Inspections Hawaii, further strengthening his ability to verify code compliance, system integrity, and installation quality across diverse properties.
Mr. Hall has also contributed to industry standards as a technical trainer for the Solar Ready Vets Program and assisted with U.S. Department of Energy SunShot Initiative as a consultant for exam development and statistical review for NABCEP. Today, Thomas leads Sub Meter Hawai’i with a commitment to accuracy, transparency, and long-term value. His leadership and combined expertise drive system design, installation oversight, compliance verification, and metering strategy — ensuring every property receives precise, reliable, and future-ready submetering solutions.
